Remove road tax and place the financial difference on the cost of fuel

Why is this idea important?

Removing the need for vehicle road taxation by adding a few pence to the litre cost of fuel would fairer for owners of vehicles that do low mileages but will also place a fairer road usage burden onto those who do high mileages. Equally so, vehicles that have low efficiency (poor fuel economy and the resulting high CO2 values) will also pay toward their environmental impact and hence maintaining the emphasis on vehicle owners to choose efficient vehicles; which is the intent of the current but unfair road taxation system.
