So long as cyclists observe common sense and are restricted in their speed, they would be sager on the pavement and it might be safer for cars too. Even densely populated busy cities like Tokyo and Osaka allow cycling on the pavement. This might partly account for there being so many more cyclists there than in the UK. Sharing busy dual carriageways with motor vehicles and speeding traffic puts many potential cyclists off, particularly women. This might be a way to encourage this means of transport
