Surely this would eliminate a massive and hugely expensive collection and enforcement bureaucracy at one fell swoop?
It would also make life much simpler and save admin costs for duty-remitting businesses.
Scrap excise duty and replace it with a commensurately high rate of VAT on particular products, booze, petrol etc.
