The right to freedom of speech, as in the USA, should be predominant and provide a solid defence against libel actions intended to gag expression of opinions. The actions of individuals, corporations and other organisations would then be more effectively opened up to scrutiny.
Prevent the use of libel laws as an effective gag, based on the threat of huge legal costs. Ideally, get rid of those laws altogether. At least, constrain their application with a right to free speech.
