instead of just applying  to "a public official or person acting in an official capacity" who "commits the offence of torture" but also to those witnessing torture and doing nothing about it, or who knows about it happening but does nothing to intervene.

Why is this idea important?

and involvement of British officials in torture around the world must be stopped if at all possible – it may be accepted by other nations but it should not be by us or our nationals.
