Amend seatbelt law so it is not a criminal offence if one forgets to wear it.  Wearing a seatbelt is sensible, as is well known but if a driver does not wear one, it does not endanger anybody else.  Freedom of choice is equally important.  It seems wrong to make drivers criminals for such a trivial omission.

Why is this idea important?

Many elderly people have difficulty actually turning to click into a seat belt, and with advancing years find them uncomfortable.  They are quite competent drivers and need to rely more on their private transport with advancing years. Seat belt wearing should be a personal choice for drivers.

There are too many trivial offences for the police to monitor and inability enforcing them all makes a mockery of the law.
