There should be two discrete sex offenders registers.

Why is this idea important?

The idea of a register should surely be to highlight those individuals who have proven to be a danger to others allowing them to be targeted for monitoring, treatment or other measures as  appropriate.

Lumping known dangerous offenders into the same register as youngsters who have perhaps been unwise or people who have unwittingly fallen foul of 'strict liability' legislation dilutes the focus and reduces the protection available.

It would be useful to have a '2nd class' register for those who may have indulged in risky or questionable behaviour with, perhaps, a time limit so that if there are no further incidents people can move on with their lives.
