The Govt should remove ALL rights to claim for compensation for matters which the UK are not responsible, ie the actions of another country and their agents

Why is this idea important?

Compensation payments for torture victims should not be paid by the UK UNLESS the UK carried out the torture and there is solid evidence of this.  The UK should not be held accountable for the actions of other countries and theoir agents.  Even if the UK knew that such actions were being carried out there is little it could do against another sovereign state and so ALL claims shoudl be lodged against that country only.
