My idea is to stop the current system of the DVLA both taking the money for tests and then being responsible for the decision on who passes, so that the testers do not have a financial encouragement to find dubious reasons to fail people.

Why is this idea important?


Under the current system for learning to drive, you pay a large amount of money to the DVLA for the pleasure of being tested. They then have a choice between passing you and therefore making no more money from you, or else they can fail you for non-existent or very dubious reasons based on the individual opinion of an employee of a body that has a financial interest in failing people and with no way to rectify or appeal their decision.

Seperate these functions so that the people who test potential drivers can actually be unbiased rather than serving the financial interest of their employer at the expense of normal people.
