Car Tax Discs Scrapped for MOT discs

At the moment a whole government department issues pieces of paper for us to stick in our windscreens. If these are exchanged for MOT discs issued when the vehicle is tested, then the vehicle can be immediately and visibly identified as roadworthy. Money can be saved on issuing tax discs. Lives could be saved by removed unsafe vehicles. The tax revenue can either be charged as part of the MOT fee, or can be added to fuel to charge road users according to usage.

Out of date paper tax disc on a taxed vehicle

Currently you can renew your tax disc on line. If it fails to arrive on time or gets stolen or lost in the post you can get a replacement. However if the current disc has expired you cannot use the vehicle on the road, not because its not taxed, but because you are not displaying a current disc , until the new disc arrives.

It should be an offence to have a vehicle on the road if its not taxed not if the tax disc displayed is out of date.

The tax status can be checked by the authorities, on line, in seconds using the registarion number rather than relying on a bit of paper in the windscreen.

The current law means if your disc is stolen you can be fined but the person who has stolen it and is using it on an untaxed  vehicle isn't.

Modify Road Tax and Motor Insurance

Road Tax

  • Replace the Road Tax and minimum requirement for Third Party car insurance with a levy included in fuel charges – so any user has already paid road tax.  No need for a tax disc – all cars pay as they go in fuel costs.
  • Charge and provide visitor tax disc to non-uk cars at point of entry – time based or mileage based charge.
  • Hypothecate at least as proportion of revenues to better road maintenance and more  efficient + cleaner engines.

Car Insurance

  • Set up an insurance policy administered by co-owned speciailst insurance business public /private (ie. existing insureunderwriters) for Third Party liabilities.
  • Private sector element tenders regularly for contract on fixed term to provide at optimal cost and administer for us.
  • Payout of 'medical' costs that NHS has to fix swift and directed to it by the Insurer.
  • Other third party costs dealt with fairly and within insurance contract laws.
  • Profits – shared by private sector firms in conglomerate and public purse.

Stop ‘not displaying car tax disc’ being an offence if you have paid online

Many motorists pay for car tax online and in this day and age it means that we often have to wait for the car tax disc to arrive in the post yet we've already physically paid.

I've heard of many people being prosecuted for driving without a car tax disc yet they've already paid online and can prove it, it is detected via ANPR, and even with a receipt/reference number, they are still prosecuted.

This is simply not fair when ANPR systems exist which can detect tax is paid.

I think the car tax disc system is long due an overhaul when the ANPR database exists and I think the car tax disc is no longer necessary.

Provide choice and convenience for all, and allow all Post Offices to issue Car Tax

Allow all Post Offices to provide the Car Tax service, thus giving real choice and convenience to those who want to pay for the Car Tax at a local Post Office. This reduces time spent and a greener way by avoiding the unnecessary travelling to adjacent towns to find a participating Post Office.

Scrap the Road Fund Licence

Add the money lost from road fund licence to fuel. The more you use the road, the more you'll pay. This has got to be the way forward, some would say it's the future. The money saved on running the DVLA department and all the red tape that goes with it can be put towards re-paying the national debt. Repayment through cost savings rather than taxation has got to be a vote winner.

Move road duty and insurance into petrol prices

Remove separate road duty and provide 3rd party only insurance paid as part of the duty on petrol prices.  This would involve a raise in the price of petrol, but is the ultimate pay as you drive charging mechanism without having any heavy process/technology involved.  The more you drive, the more you pay, the more inefficient your vehicle the more you pay.

This removes all un taxed and un insured vehicles from the road.

Clearly most drivers would still buy insurance to provide comprehensive cover of vehicles.

Abolish the car tax by putting the cost on a new vehicle.

The average on car tax is about £150 per year, a car lasts about 12 years on average, so by putting a tax on a new car of 10% of the cost of a car is going to raise a lot of money quickly as most people will not notice the 10% as many are company vehicles. Lories will for example give a larger amount than a Range Rover which will be more than a mini.

However, the police are then not tax collectors, the government gets the next 10 years tax immediately, many stupid laws are redundant, Swansea can be scaled down slowly as the older cars are phased out reducing work force.

Forgetting to renew or being unable to due for example being in hospital will no longer be a worry, poorer people will not have to find silly amounts for a neccessity that is frequently old anyway as they cannot get a newer one and its likely to be a higher rate vehicle as they last longer.

Encouraging decrease in car use

In order to encourage people to use their car less, and instead choose to walk or use their bike or public transport…

1. Make car tax subject to change. If your mileage is shown to be less than a certain amount, then the car owner may be refunded some of their car tax…as they have been on the road less. But if your mileage is shown to be above a certain amount, then the car owner may be liable to pay more car tax…as they have been on the road more.

2. Improve public transport…control price increases on trains and buses, and provide more bus routes, so that those in rural areas have access to these services too.

Remove road tax

My thoughts are to remove the road tax law/scheme and replace this with additional tax at the petrol station.

Why?

Those who use the roads more or have vehicles that consume more fuel pay a greater percentage for its up-keep.

This is a fairer system.

Re-introduce rolling tax exemption for classic vehicles

Re-introduce the rolling tax exemption scheme for classic vehicles. Perhaps something like 25 or 30 years of age a vehicle would qualify for nil vehicle excise duty.

ABOLISH ROAD TAX –

Road tax is expensive.

Tax on Petrol/diesel is a rip off and we pay more in tax than we do for the fuel

Insurance for cars is excessive, and young drivers can pay over £4,000 for insurance.

MOT is a legal requirement for vehicles over 3 years old.

MY PROPOSAL

SCARP Road Tax, Decrease fuel tax.  change insurance to be non-compulsary BUT

Introduce a new scheme – covering all vehicles over 1 year old by

Amending the MOT scheme – increase the cost to £150.00 per vehicle over 1 year old and this must be refreshed when the vehicle changes name.  This cost would include the MOT as it stands for vehicles over 3 years and a certificate of Road worthyness for vehicles over 1 year old, but included in the price includes a contribution towards road tax and minimum third party insurance.

Drivers can elect to carry their own insurance, but this eliminates all those drivers who don't have insurance.  A coloured disc will be displayed in the windscreen as it is now with the tax disc along with a document confirming name of owner, car details and covering thrid part insurance run by central governement.

This scheme is run in countries such a New Zealand.

The fuel duty should be cut and fall in light with the current VAT rate of 17.5% rather than the 60% or thereabout that it is at the moment.  This would encourange drivers to maintain their cars and elect for this scheme.

Young drivers cannot afford to insure their cars and don't this way all cars on the road are insured.

This scheme could also be extended to cover caravans

Remove Fine For Not Displaying Tax Disc

Currently, if you fail to display a tax disc you face a fine even though if have paid your car tax. This happened to me when my tax disc holder fell on the floor.

This law might have been justified in the past because if the Police came across your car they had no way of knowing if it was taxed. However, there is now a national database so it takes seconds for the Police to check.

I suggest that drivers that have paid their tax but are not displaying a disk should be given the same fault notification that is given when cars have defects such as blown headlights. This would give the driver 2 weeks to get their tax disc displayed properly and they can take it to a garage to get proof this has been done.

Road Tax and Mandatory 3rd Party Car Insurance

Abolish road tax.

Add cost to petrol, this will force all road users to pay on a 'pay as you drive basis'.

This will surly cut the cost of the DVLA.

Add the cost of mandatory third party car insurance to the cost of fuel. EVERYBODY will be insured. You can TOP UP your insurance to fully comp if you wish.

No more police asking to check your insurance as you have it automatically!! The redundant people at the DVLA due to abolishing road tax can now deal with insurence 3rd party claims!

Sorry about any speeling mistakes but I am working.

DVLA SORN Requirements

Currently, It is nessasary to tell the DVLA when a vehicle is not to be used on the public roads, and is going to be stored unlicenced. (by making a Statutory Off Road Notification)

If the cat tax were to expire, surely that is enough that the DVLA would be aware of this, and so would not need to be told.

It seems totally unnessasary to be required to inform the DVLA at every moment, and overly beurocratic.
