Council Tax Collection

Councils have been given far too many powers over the collection of Council Tax. Council Tax is an unfair tax because of the amount that is required by councils when families are already struggling throughout the UK. Far too often people fall behind and end up with council tax bailiffs knocking at the door or get threatening letters from the council. 

Council Tax bailiffs are known to be some of the most threatening and agressive in the country. 

I would like to see an end to councils being able to sub contract collection of council tax debt out to companies that already have a bad name as bailiffs. It is rediculous to expect someone to have money to pay council tax debt when they simply do not have any money to pay in the first place. And it is totally wrong that a council tax bailiff is allowed to take away possessions for sale – even though they probably dump them anyway. 

I would like to see Councils have the power taken away from them to use sub contracted bailiffs. Where people owe Council Tax, then a more formal arrangement and realistic figure should be agreed to pay. I understand this happens already, but councils often ask for unrealistic figures to be paid which push families further into a black hole. In some cases pushing families into poverty and neglect.

Half of the problem why people end up in council tax debt black holes is because they are simply frightened of what might happen to them if they don't catch up on payments. If councils started to communicate better, get officers that are friendly and understanding on the ground collecting arrears then they may find it far easier to agree realistic figures.

At the moment council officers are allowed to hide behind a smokescreen and use staff to collect payments which are often inexperienced and make mistakes. The staff can also be very aggressive and demand rediculous payment schedules while threatening bailiffs. And worst of all there is no face to these people so no-one really knows who they're paying.

Council Officers should do they're own collections on foot, not from an office where they use staff.

There should be no increases to council tax on the basis of home improvements or perceived added value from location. I understand the Valuations Office Agency, part of HMRC have been accumulating large amounts of information on millions of properties for this future purpose. I understand this has been piloted in Northern Ireland. Increases to council tax because you have added a conservatory or swimming pool and increased the value of the property would represent double taxation as VAT would have been paid on the supply and installation of the home improvement. Similarly a home in a good school catchment area or with a rural outlook or  in a desirable suburb or village would  have been reflected in the purchase price resulting in higher stamp duty for most properties.

Council tax erodes my civil liberty to enjoy some of the fruits of my low paid labours.

Abolish Council tax which in no way reflects the ability to pay and even has a cap on it which is most unfair.

Replace with a local income tax surcharge based on your main residence post code to determine one's principal local authority.

Ones local authority could then seek HMCR to levy a % of one's taxable income on every income tax payer and there would be no upper limit per tax payer.

People on low or no income would pay nothing; people on moderate income would pay a lot less; middle earners would probably pay about the same as they do now and high earners would pay more.

Multiple adult households who are all earning would also pay their fair share.

In 2002 my council tax represented about 3% of my take-home income on a good five figure salary.  I then suffered career redundancy and after a few years secured slightly above national minimum wage income.  However council tax continued to rise and naturally, even without these over-inflation increases, council tax represented a higher % of my income.  Today my council tax represents 15% of my take-home income.

Reform Council Tax Discount for Single Person Residence

Make the council tax discount for single people a full 50% rather than the current 25%.

Single resident households pay more council tax than a residence with 2 or more adults sharing a household & I cannot see how this is fair.

Although a residence with 2 or more adults will pay the full council tax fee, it is actually less when this amount is split between two (or more) incomes in one household.

A single person living alone should receive 50% reduction because they have just one income & under the current law are paying more with their single income.

My idea is to remove the law that enables local councils to charge for council tax over 10 months and enable you to pay over 12 months.

My belief is that this tax is for a service which is given over 12 months so therefore we should be allowed to pay for it over 12 months.

Unfair council tax

Council tax should be linked to earnings if the government wants to help this society to become a fairer society. I have been renting for over 12 years now. One of the unfairest taxes in this country is council tax which is based on outdated property prices for people who were able to buy the house.

Most people who rent have not got the money to buy a house, which means that their earnings is relatively low. It is completely injust to have them pay the same council tax as someone who would own the house. Please change this awful tax and link it in a fair way to the earnings of people and take into account whether they rent or own this house!

Why is this idea important?

Council tax should be linked to earnings if the government wants to help this society to become a fairer society. I have been renting for over 12 years now. One of the unfairest taxes in this country is council tax which is based on outdated property prices for people who were able to buy the house.

Most people who rent have not got the money to buy a house, which means that their earnings is relatively low. It is completely injust to have them pay the same council tax as someone who would own the house. Please change this awful tax and link it in a fair way to the earnings of people and take into account whether they rent or own this house!

Council tax to be paid by property owner

If a person is financially stable enough to own properties and are generating income off them they should be responsible for council tax, not the tenants who may possibly be on minimum wage and have a massive chunk of their income (after income tax) going to council tax.

This is currently the situation in Australia and it works, and if it works for them it can work here too.
