Review passenger transport regulations to facilitate integrated transport

All legislation relating to passenger/patient transport should be reviewed to reduce any barriers to integrated transport solutions e.g. PSV regulations.

Tourist tax on flights

Remove this "Gordon Brown wanted a piece of the pie" tax on the one area of the transport network that was actually successful and performing for customers, which is now damaging the industry as per a number of airlines reducing flights and reducing visitor numbers.

This unfairly targets airlines operating out of the UK whereas many European competitors don't have this tax and have a commercial advantage.

This 'green tax' went directly to the treasury for Gordon Brown to waste on national debt. At least ring fence it to invest in a greener UK airline industry so that we can get ahead from our worldwide competitors.

Make Red Traffic Lights “Give Way” instead of “Stop”.

It is pointless and polluting to be stopped at a red traffic light when you can plainly see there is no traffic coming the other way. Traffic flow would be immediately improved if we could all go through red lights when it is safe to do so. "Give Way" still means do not proceed if there is traffic coming the other way but it also means carry on when there is no traffic coming the other way. It would be relatively simple and cheap to make the change. Set a date, advertise it lots and then do it.

Bus regulation

Outside London and particularly in rural areas there are huge problems with the bus route network.  Bus companies declare their routes are not making money and expect local authorities to subsidise them to keep them running.  And if a route is "commercial" no-one can run any form of alternative.  What we need is more freedom to challenge what are effectively bus company monopolies on routes and go back to a model in which it is okay to run other sorts of bus services in order that local people can actually get from A to B if they don't have a car, don't want to wait hours or have to come back by early afternoon etc etc.

Ditch this whole programme. It will cost the transport industry in this country millions for no discernable benefit.  Setting up a vast beurocracy to teach professional drivers how to suck eggs and charge handsomely for it will have no effect whatsoever..

Amend regulations for sale of vehicle registration plates

A few years ago new regulations were introduced for the sale of vehicle registration plates.  To buy a new plate, you now have to present the vehicle registration document (V5) and proof of identity.  The idea is to stop criminals having false plates made up.

As with so many well-intentioned laws over the last few years, it doesn't work.  'Show' plates (sold as 'not for road use' but identical to the 'official' plates) are readily available with no proof of ID required.  The only group of people caused any inconvenience are garage owners such as myself.  If I have a vehicle in for MoT and one of the number plates is damaged, I have to ask the owner to go home, fetch the V5 and bring it back to me so I can get a new number plate.  Then I have to find a number plate seller prepared to sell me a number plate when the V5 is not in my name (not all of them will do this). Since I am not a criminal, all of this is a huge waste of time.

Problem easily solved – amend the regulations so that garage businesses are exempt from the need to produce a V5 to purchase a number plate.

Road Traffic Act(s)

I/we would like to see  all relevant parts of the road traffic act(s) take into account the work of taxi-cab drivers who need to be able to carry out their duties in a reasonable/fair/manner and way.

  1. Taxis need to stop at cash tills from time to time on a daily or nightly basis.
  2. Taxi-cab drivers need and require rest bays to be made available so they may answer a call of nature without fear of recieving a ticket or damaging their health.
  3. Taxi-cabs to be exempt from parking regulations in pay and display bays within the London congestion charging zone.
  4. When a new bar or club is opened a new taxi-cab rank/stand be appointed if requested/required by taxi trade.

We request a relaxation the Road Traffic Acts so that taxi-cab drivers may carry out their duties without fear of fine or harassment for just doing their job.

Parking – Small Business

Remove all parking restrictions (inner city – 2hours free parking)on at least one side of the road for a distance of at least 100 yards around any shop on any road. The is an attempt to promote local business and increase passing trafic to local/small businesses.

Tiered Road Tax Scheme for 4X4 Vehicles

It concerns me a great deal that everyone who buys a new 4X4 vehicle pays the same amount of road tax. Why should those who can prove that they actually need their 4X4 vehicle for their every day business needs have to pay the same amount of road tax as those who are simply polluting the air for their own pleasure. If this is a measure to help combat excess air pollution as was stated by the Labour party then this should be addressed in a fair and sensible way. People such as Farmers and those working full time in the outdoors who need to access places which are off road should not be persecuted along side all those who simply buy these vehicles for there own pleasure. I therefore suggest that there should be a tiered tax scheme system.

Abolish the New car Order

'The New Car Order' was introduced by Stephen Byers when new cars were cheaper in some member states of the E. U. As a result of this order no a new car registered by a New Car dealer cannot be sold to a customer until 3 months after original registration. If the car is sold before 3 months the Dealer loses any bonus or incentive. New cars are no longer cheaper in the E. U. It therefore means that the U.K. consumer  misses out on the ability to purchase nearly new cars at discounted prices. Furthermore no one monitors what is really going on. There are numerous ways this legislation can be bypassed.

Zero Tolerance towards Driving whilst under the influence of drugs and/or alcohol

One of my very best friends from university days was killed in a hit and run by a drunk driver who also happened to be on drugs too. The judge who sentenced the perpetrator only gave him four months in prison plus an eighteen month ban from driving. Something has gone wrong somewhere, when a person like my friend who had everything to live for was killed through no fault of his own. I would like to see tougher penalites inflicted on those people who drink and/or take drugs and drive, because there is no excuse for it at all.

I even suggest that "celebrities" and the super rich should not be immune from the law on this one either. Please do something about it, in memory of my friend and other unfortunate victims of this unnecessary crime!

Drop The Driver CPC

Scrap The Driver CPC it is a  EU Directive number: 2003/59 It is an on going training cause for lorry and coach drivers. When I say on going, as a professional lorry driver for some fifteen years I will now have to sit in a classroom for five days every five years or one day every year on going to keep my lorry licence. This will cost me approx £100.00 per day and as a self employed person that's £100 to the training people and nothing to me. The training includes fuel consumption, as I said I am self employed I no how important this is. Tachograph laws…I already no all the laws. How to strap a load…come on. And much more useless teaching a granny to suck eggs rubbish. Yes I know all the arguments about usless forein drivers but this CPC wont deal with that problem.

Harmonise airport security in the UK with Europe for Flight Crew

Please look at Transec and get it to work with BALPA [British Airline Pilots Association] and stop treating pilots like the number one threat to aviation. The liquids regulations don't apply to crew outside the UK. The staff are much more polite and less jobsworthy abroad. In the UK the staff are often rude and overzealous. Many of the regulations are total nonsense and totally fail to recognize that the pilots are in a unique situation being locked in the flight deck. What is the point of taking liquids off me when I have the controls of the aircraft. I go away for days at a time, am unable to 'check bags in' so I am stuck with my little bag of liquid products for the duration of the trip. What is the point of taking a fork off me when I get given one on the aircraft. Please get Transec to listen to the pilots and exhibit common sense. We are not the enemy and have a vested interest in a secure air transport system. Many pilots are ex military. Some have a DFC and have fought for their country.

Reduce the powers of VOSA

It is a ridiculous situation where at a road side vehicle check a motor mechanic can decide if a driver will receive a fine or points. It should only be the police who can do this.It is all getting very Stalinistic .They have VEHICLE ENFORCEMENT printed on their vans. The only ones who should be enforcing any thing is the police and customs not motor mechanics. It's getting to the stage now where anyone can fine you.Big brother is watching.

Parking off the road issue`s

I think parking needs to be looked at, there are more and more cars on the roads of Britain and parking space is very limited. There are bylaws in place which stop people from parking up off the road, you cant park on grass and you cant park on the footpath, but for thousands of people there is nothing else to do. Councils are now cracking down on this and starting to give parking tickets, now i agree that parking on the grass isnt a great idea as it kills the grass but at the end of the day, where else are you to park? I live on a very busy road with a bad blind spot, i have been parking up on the grass for years but now all of a sudden this is a problem, a coucillor has made me his private target and is doing all in his power to stop me. I asked him where i should park, being a councillor i wanted him to sort this out, his answer was a bit worrying to say the least. He told me to either use the pub car park, which is private property, or to park on the road, which has a blind spot, or to park up the footpath, which is also a bylaw. So how can someone who works for the council say you cant park there cause its wrong, to then say park on the path, which is also wrong! Something really needs to be done about this, nobody is trying to sort a solution only creating problems by taking away the small amount of parking we have. If the council start handing out parking tickets then i`m sure it will get out of hand.

On-stop shop for car insurance and road tax

Insurance companies could easily collect the excise licence fee at the same time as insurance premiums -Only one disk required showing insured's name and vehicle registration. Or indeed the DVLA could go into the insurance business. They have fingers in vehicle registration plate sales.

We might see better deals thus lowering motoring costs if road tax was linked directly with an insurance premium.

Driving licence numbers on insurance certificates

Instead of having just names on insurance certificates for vehicles, I suggest having names with driving licence numbers as well.  When an insurance company is approached by a member of the public seeking to take out a policy, all the details are taken in the usual way, with the addition of the driver's driving licence number and that of any other named drivers.

The insurance company then request from the DVLA confirmation that the licence is valid and that all the relevant points for driving offences have been declared.

Tax Foreign lorries & Vans coming into UK

If we put a toll tax on all foreign lorries and large vans say £100 for artics and a sliding scale for smaller vehicles coming into the Country it would not only raise a large amount of revenue but it would also make for a more even playing field for our own transport Companies.

It should not be difficult or expensive to administer either by charging a tax on the ferry ticket or directing traffic through a barrier just like on the toll roads abroad.

We in this Country pay road tax to use our own roads for free but when we travel abroad to France/Germany/Spain etc we pay to use the toll roads. All traffic in these countries do not pay tax on their vehicles so therefore when it comes to negotiating a price for any job they have an advantage which is unfair to our own transport Companies (especially the small ones).

Legalise overtaking on the left or outlaw lane hogging

Gridlock and traffic delays especially on Dual Carriageways and Motorways is often the result of drivers obstinately sticking in the outside lane even though they have ample opportunity to pull back into the nearside lane where they should be..The result is often huge snaking lines of frustrated drivers wasting time and fuel.

If drivers were permitted to pass on the left, any perceived benefit of hogging the outside lane would be lost and those drivers that do would learn this and quickly move to the left.Current;ly frustrated drivers do this and risk prosecution while the cause of the problem escapes without censure…if passing on the left is considered unacceptable then it should be a specific offence to hog the outside lane(s) .The offence should be for anyone to have 2 or more vehicles immediately behind them to fail to pull over at the earliest safe opportunity.

Drivers CPC

Dear Sir,

Firstly I would like to thank you for the opportunity to submit an idea.  This is a refreshing idea from the new coalition government.

I would like to bring to your attention an item of increased legislation that is of little or no use, and are of considerable cost to local business.

The item is that of Driver CPC’s.

Recently the Government has introduced a new requirement for HGV drivers to undergo 5 days of training over the next 5 years.  This is required for them to obtain drivers CPC.  Without the drivers CPC the driver will no longer be able to work as a HGV driver.  There is no exam at the end of the training and could not be as a considerable quantity of the drivers attending these courses do not have English as their first language.  I would also like to point out that if these driver’s are not to the correct standard to past their test in the first place why are we giving them a HGV licence.  This ongoing assessment is of little or no use as it does not improve in any way the driver’s ability to drive.  It is however of considerable cost in inconvenience to business.
