Stricter rules on dog ownership within Local Authority Housing

Many people are keeping dogs who live in local authority housing flats/maisonettes when the rules say they should not.  This needs to be clamped down on and would stop alot of dangerous dogs living on housing estates.

Local Government

Local Government needs to be reorganised and quickly too.The standards can vary greatly when moving across boundaries. My idea is to have larger areas then cut out all this optional legislation rubbish.Use of technology should be available for voting etc and technology should be encouraged at post offices for people to liaise with the Local Authority. There are i'm afraid to say too many people pushing paper around their systems and the front line staff seem to be the first axed which is sheer lunacy.

Why should i be fined for putting my bin out the evening before?

Remove the council's legal powers for being able to actually fine people for putting their bins out the night or day before, in a completely understandable scenario. Obviously if the bins are all over the street in a mess that is a different matter, but put in a clean wheel-bin is perfectly fine.

Remove the requirement on councils to provide traveller sites

Removing the legal requirement of councils to provide traveller sites will provide many advantages to the areas where these sites are proposed or exist. These sites are NEVER wanted by the local residents, they are no-go areas for police, they are hotbeds of crime and cost a fortune to maintain. All existing sites should be either closed with appropriate notice or offered to the private sector to run.

Where travellers decamp to private or public land such as playing fields, the owner of the land may serve written notice to vacate within 6 hours and if this does not happen then he should have the right to impound any caravans until a suitable release fee is paid. To prevent the occasions were a vehicle has been placed on private land because of breakdown or similar, this should only be applied to the caravan itself or to where 2 or more vehicles and caravans are camped.

Health and Safety

There is too much health and safety regulation.  There are other members of the EU who have signed up and then appear to ignore it all.  It will reduce costs to business in terms of Health and safety officers and it might also reduce the 'where there is blame there is a claim' culture we have at the moment.  I know that it costs local councils £100,000's in claims just through people not using their common sense.  They would rather settle with a large payment instead of toughing it out.

Renove restrictions to prune/fell a tree on your own property

A tree can be subject to a conservation order, meaning the owner is has to apply to his local council to do anything to it. Buraucrats tend to turn applications down with little or no regard for the motivations of the owner. Owners should absolutely have the right to fell/prune a tree on their own private land without the authorities interfering.

Fly Tipping and Litter

Fly Tipping is a growing problem in the UK today.

It is governed by the cost of sending waste to landfill.companies are looking to avoid this cost by fly tipping. The Local authorities do not encourage businesses to recycle as it would reduce their own revenue streams. So basically make it free or bring in schemes 'incentives' for business to properly manage their waste.

Also small builders(renovators)  are a major concern as they tend to charge the owner for getting rid of rubbish and then leaving it in some back alley at 2am then the victim has to pay for the disposal.Local Authorities do not have the resources to sort this problem.Either you make it easier i.e. less costly  or bring in more legislation on schemes for renovators etc

Another matter concerning litter  please encourage the return of bottles/cans by having a money incentive  for return of empties.

Also make fast food business including burger vans pay a local tax purposely for LA cleansing facilities. Also make schools devote a couple of hours a month for kids to collect litter around their school.

Parking Laws & Rights of access

Review not only Parking but all laws admisnstered by local authorities . Example if you use moble you have 39£ fine plus points. If you prkd in pub lic  car park with say one wheel on whiteline, you are deemed to be utilising two bays fine £60 is this proportionate? This is just money raising and the whole of this type of law needs reviwing. 2) Rights of acces t ones home, I always belived that this was only availabelk  to Police with a warrant and the utilites  to read meters etc. A few weeks ago an aricle in the tlegraph stated that up to 100 "oraganisations" had now the right to enter one home, this needs urgent review

make retrospective planning applications illegal

Make retrospective planning applications illegal for everyone. that would hopefully prevent land being sold and moved onto by gypsies and travellers without planning  permission and going before the council committee after the damage has been done, it would also stop others from running business's etc  from properties without the right planning permission. There are many infringements of planning regulations happening all the time by people all over the country and to be quite honest it is not difficult to check to see whether you need planning permission for any project so really retrospective planning is not needed.

Prevent local authorities from administering stealth taxes

Local authorities should not be allowed to raise additional revenuesby stealth to balance their books. The govenment grant, council tax and revenues from council owned rented accomodation should be the only way that a council can alter the revenue from local residents.

Local charges(taxes) for car parking, charging for leisure facilties to the proposed "pay as you throw" emptying of bins should be absolutely outlawed as these are local taxes on the local community. All of which acts as a disincentive to local people to shop, work and play locally, creating ever larger invory towers for bureacrats in councils.

Get rid of these powers so elected councillors spend to budget and are never incentivised to increase revenues which are truely counterproductive to enhancing the local community.
