Talking on a Mobile Phone whilst driving

Confiscate the phone, Immediate £1000 fine and 6 points on licence.  If unable to pay the fine within 6 months, seize the car

Why does this idea matter?

I see scores of people every day on mobile phones.  Have narrowly escaped collisions with these people several times, only my reactions saving me from these clueless people. 

I see police cars passing people on phones on a daily basis and not pulling them over.  This needs addressing.
