For domestic gardens, up to, say, half an acre, owners should be able to remove, trim or carry out any process on trees which, at present , are subject to such orders.

Why is this idea important?

Experience shows that tree officers are, frequently, obstructive ( sometimes rude and dictatorial), when asked to approve work. Such matters should be, entirely, in the hands of the owner, without need for approval by the local council.
