Repeal all laws that have not been implemented within two years of being passed.

The statute book is littered with offences and procedures that have never been implemented and it complicates and clouds understanding. It also reflects a failure to think through before legislating. Many laws are brought into force for limited areas only in pilot studies and then shelved and these should go too.

Why is this idea important?

It improves clarity and understanding of the law, a worthwhile aim for any government. Plus it is great PR as it will substantially increase the death count of old laws!
