If no-one can board a bus without the driver having received a fare from them what is the point of issuing a ticket? It just gets chucked away.

Why is this idea important?

 I  assume there is currently a regulation which requires a bus passenger to have some proof of their having paid a fare but let's loosen it up and save the whole ticket issuing process (the driver's time, the ticket machine, the ticket design, the paper).
