Zero-based legislation
Instead of asking which laws ought to be repealed, why not undertake a review of all the legislation passed since, say, 1990, asking yourselves — or, possibly, the public — whether each piece of legislation is, first, in the public interest and, secondly, actually necessary ?

Why does this idea matter?
You're starting from the premise that legislation is necessary unless proven otherwise ; in my submission this is simply wrong : legislation ought to be considered necessary only if proven so.
