The idea
remove all those laws/regulations which prevent home-owners from modifying or repairing their own property.(I do not refer to planning regulations)There are currently restrictions preventing owners from carrying out their own electrical work for example,which criminalise even the technically qualified for doing their own work.Building regulations should apply only to new builds,or work of a structural nature.
Why is it important?
Necessary repairs and improvements are not carried out because of cost,and beaurocracy.If the government wishes to encourage property owners to reduce carbon emissions beaurocratic inhibitions shoulod be reduced to an absolute minimum,and owners should be free to carry out necessary work as cheaply as possible.
