Remove the need for electrical registration for Part P

The idea

If electrical work which falls under Part P of the building regulaions is being carried out, why cannot the householder just inform the Building Control (for a small fee), then the department can randomly check projects.

Why is it important?

If electrical work which falls under Part P of the building regulaions is being carried out, why cannot the householder just inform the Building Control (for a small fee), then the department can randomly check projects. This would cut out the beaurocracy, the costs and the unfairness to very capable persons willing to undertake this work. Added to the increasing requirements to have an installation periodically inspected, I think this idea would be more effective more practical and lead to safer work places and a higher standard of work than the present system.

I understand that Local Building departments are due to introduce fees for testing installations. This cannot be right!
