The idea

Funding of schools should be on the basis of capitation.

Why is it important?

Each pupil required to attend school in the country should bring with him/her a fixed sum of money. This is fair and would allow parent to choose the schools for their children. If the pupil was schooled at home, then the state would help the family with that education. If communities wished to set up schools, then those schools would be funded without undue bureaucracy. The system of capitation already exists in Northern Ireland.
