The idea
I suggest introducing concealed weapons licenses for law abiding citizens so they may defend themselves from muggers, rapists etc, you don't have time to call the police whilst being attacked.
These licenses should be issued by local police departments so they are not given anyone with a criminal record and anyone found carrying weapons without a license should still go to jail.
This should include weapons such as pepper spray, tasers, batons.
Why is it important?
Acts as a detterent.
Prevents crime.
The criminal may be incapacitated until the police arrive.
