The idea

Statutory demands in insolvency should only be available in cases where a judgment has been registered against a debtor.

Why is it important?

The current process allows the unscrupulous to issue a statutory demand alleging debt supported solely by affidavit evidence.  The appeal process does not enable the person served woth the notice to dispute the debt.
