The idea
Introduce legislation requiring a referendum on any constitutional issue, including any treaties involving loss of sovereignty.
Why is it important?
The English people have been deprived of any say in the decision to make each of us a citizen of Europe. (Yes that's what the Treaty actually does.)
On major issues like this, and like major reforms to the constitution, the people should be the deciding arbiter.
