The idea
Scrap country councils and devolve their power to district councils thus making every part of England a unitary authority, making local government truly local.
Why is it important?
The existing two tier system is silly, already governments of different political backgrounds have tinkered with the system and created unitary authorities, the remaining county and district councils should be whole sale bought into line.
