Carry legislation forward to the next parliamentary year

The idea

Every year we hear of bills which have "fallen" in the last few days before the next queen's speech.  They simply "run out of time".  Private members' bills enter a competition from which many will be crushed by this process.  It would be too much to carry everything forward, but at the very least it should be possible for MPs to enter a petition that consideration should continue.

Why is it important?

It would offer a way to cut the automatic waste of huge amounts of parliamentary time and effort.
