The idea
restrict child benefit to the first two children only to stop people having children to earn a living.
Why is it important?
if the government needs to cut costs, then they need to cut them everywhere. People are entitled to some assistance when they have a child but having kids is a choice..and having many many children so you can claim thousands in benefits is unfair. There are already too many people for the planet to sustain.
