The idea
If any body uses anti terror powers to spy on someone they have to prove that it is for anti-terror reasons! No more using it to see if people live in a schools catchment area or putting their bins out on the wrong days!
Why is it important?
It is an wrongfull use of these laws and have just given councils permission to spy on anyone they wish for ANY reason.
