The idea
The reintroduction of the practice of dog licences and introducing a licence for cats too. The cost of the licences should be at least £50 per pet per annum. Licence fees could be collected by local councils. Some exemption for older people living on their own could be considered.
Why is it important?
The int roduction of these licences would make people consider more seriously the purchase of a pet dog or cat and solve the problem of so many of these animals running loose on the streets or being dumped or killed, also reduce the amount of their waste laying about the street and in peoples' gardens.
