Regulate the housing market by creating more social housing and the mass construction of rent controlled, high quality housing at cost

The UK economy is heavily unbalanced and society is under severe strain because of the unhealthy proccupation with property values . The private sector should be controlled and the govt should intervene to create more social housing with a new  agile and diverse  philosophy that would allow tenants to rent, buy, exchange but with clearly defined rules on standards of upkeep and presentation .

Southern Europe has some interesting models with public corporations that develop public and private land under cost controlled ,socially  diverse  responsible and means tested models that allow , different age groups, economic classes etc to establish a foothold in areas otherwise closed to them .

Rent controlled projects should be encouraged to draw demand away from the private sector and prevent overheating in the housing market .

currently one is not allowed to hold residential property in your SAP.

My suggestions is that residential property, let to local authorities/councils on assured tenancies , should be eligible to be held in pension funds

Repeal the “Exception Sites” rules in planning law

These rules in Planning law¬†allow builders/developers to buy cheap land outside development boundaries and then gain consent for “affordable housing” for Housing Associations on green belt, ANOB, etc. land that otherwise wouldn’t get consent. It also allows them to ignore regulations about flood risk.

Planning conditions such as 'holiday use' or 'agricultural worker' reduce the supply of affordable housing, distort the housing market, hamper business flexibility to change direction, and encourage illegal occupation in breach of planning laws.

Houses that have been built to building regulations (as opposed to temporary structures such as caravans) should be available to live in, or rent as holiday accommodation according to market conditions.

This idea is to offer the owners of properties suffering from these conditions the opportunity to revoke these conditions in exchange for a payment to the goverment.

Councils are obliged to house those who are technically homeless – even if they have just stepped off a plane.  This means that those living with family or friends are lower down the list. Very unfair.  The obligations on councils should be changed so that length of time on the list counts for more.

The option to buy your council or housing association home should be re-instated. Many tenants cannot afford to buy a private dwelling but may be able to purchase their rented home if discounted.

Currently in rural areas, planning restrictionscan be waived for applications for  "affordable housing" if the developers and the housing association agree that there is a need for the housing and houses can be built on green field sites, in Areas of Outstanding Natural Beauty, outside village boundaries, and so on.  However, too many of these developments once they've been built are being sold to, or rented out to, people from outside the local area because there really wasn't a local need for this "affordable housing."  Planning restrictions should apply equally across the board to all proposed developments in rural areas to help preserve the countryside, to prevent much needed farm land from being built on, to protect biodiversity, to reduce the amount of out-commuting, to help deal with climate change, and to prevent small villages from becoming suburban sprawls.  Also the process for determining local need for "affording housing" needs to be transparent and overseen by a truly independent body (one that's not influenced by developers and housing associations).
