The use of CCTV makes us the most photographed country in Europe. It does not prevent crime -it photographs it.
Why is it important?
The amount of surveillance is out of hand and has become a replacement for dealing with issues behind behaviour. We monitor yourng people gathering on a street corner rather than looking at what facilities are needed for them.
