Remove the word ‘inappropriate’ from official use unless accompanied with a qualifier

The word 'inappropriate' to be banned from use unless a qualifier is used (e.g. "inappropriate for this situation"). Alternatives to be used instead.

'Inappropriate' only to be used where it is clear where what it refers to would be appropriate in other circumstances.

Scrap differential speed limits for goods vehicles

Scrap the different speed limits that apply to goods vehicles over 2T and 7.5T on all classes of road. The speed limit will be harmonised for all vehicles.
