Fines for incorrect PCNs

The idea

Legislation should be introduced to fine the Civil Enforcement Officer (CEO) and the local authority if Penalty Charge Notices are issued which have the incorrect information on them, eg Stating that a vehicle was parked on a particular road when it was not there.  Councils and their staff should be made accountable to the public for their actions.

Why is it important?

Money would be saved by ensuring that the CEOs only issued valid PCNs and do not just generate them for the purposes of income generation for the Concil and by reducing the number of appeals taken to NPAS and payments made to barristers to represent the COuncil at such hearings.
