Main road speed 40/50 mph, Country lane speed 60 mph. Why?

I cannot understand, why it is deemed safe to travel at 60mph down a country  lane, while adjacent main roads have a limit of only 40/50mph! 

Why does this matter?

This causes the narrow country lanes to become a Rat Runs and a hazard for all who use them, Because most country lanes aren’t straight, the bends are usually blind and if you suddenly meet an HGV or other wide load (combine harvester) ┬áthere is no room to pass safely, especially if drivers travel at 60mph!
