Main road speed 40/50 mph, Country lane speed 60 mph. Why?

I cannot understand, why it is deemed safe to travel at 60mph down a country  lane, while adjacent main roads have a limit of only 40/50mph! 

Why does this matter?

This causes the narrow country lanes to become a Rat Runs and a hazard for all who use them, Because most country lanes aren’t straight, the bends are usually blind and if you suddenly meet an HGV or other wide load (combine harvester)  there is no room to pass safely, especially if drivers travel at 60mph!
