Fair congestion charging

Congestion charges should be made fairer for the motorist and they should not penalise the motorist if the cause of the congestion is not down to them.

Why does this matter?

For each bout of congestion caused by street design, street furniture, roadworks, bus lanes etc then the driver will be given automatic exemption from congestion charging until the cause has been resolved.  This will ensure that motorists wil onlybe charged for actually causing congestion and not deemed as a cash cow for councils.  It willalso giove councils the impetus to create and manage road systems in a more efficient manner.  If councils do not take corrective action then they will pay each motorist an inconvenience charge for the chaos they have created.
