remove the legislation that dictates that departments have to spend ALL of their budget for the year

Currently the budgeting system of the government means that a department, local authority or council have to spend their entire budget for the year or else they will not get as much next year, which inevitably leads to departments spending money needlessly when it could just be saved for reinvestment in the next year like a department/constituency/council savings account.

Why does this matter?

This is particularly important at the moment as we are trying to save money! Also in the future it may mean we get more value for money. If you work in the public sector you will be aware that the month preceding April 1st is often a time for a flurry of small investments and spending as a result of the current laws on things that may seem utterly irrelevant.
