More deregulation of state education.

Carry out an excercise to systematically review all state school regulation to ensure it passes the test:

1) Remove any regulation that criminalises teachers and schools for teaching above the minimum state capped standards

2) Remove the regulation that discourages schools from teaching above the minimum standard 

3) Keep regulation that protects the least able and requires state schools to teach to a minimum standard

4) Add regulation to require schools to provide opportunities to all children fairly not just the least able.

Stop “Use it or loose it” culture in public sector

1) Change the process so that it no longer incentivises budgets to be fully spent.

2) Incetivise public sector staff and managers through bonus and appriasal to underspend on their budgets whilst appriasing them on the delivery of service.

Train and appriase public sector employees on commercial practices

1) The personal objectives of public sector administrators, junior managers and above should include how commercial they have been  

2) Basic online training videos should be provided for employees covering what the appropriate commerical cultural values are and technical awareness of best commercial practices e.g. how to manage supplier relationships, how to specify supplier requirements, how to conduct fair and open supplier tenders etc.

Nothing gold plated is needed – videos can be published on youtube  with a maximum budget of £100k (based on experience, this is enough to produce a series of training videos ).  It will pay back thousands of times over with results starting immediately.

No corporation tax return for very small companies

For VAT registered very small companies (turnover £50k) who file their VAT online (a) provide them with the option to have PCTCT (profits calculated and used for determining corporation tax) based on the previous 4 quarters VAT returns, and (b) thereby eliminate the requirement to support and file a separate corporation tax return calculation and full statutory accounts.

In addition, for very small companies electing to continue to file the existing summary corporation tax return, an ultra simplified self assessment form and half  page guidance note should be introduced. 

Allow very small companies to use their accounting period as the tax period if it ends within 3 month of the tax period (currently, if the accounting period does not coincide with the tax period then two separate tax calculations need to be prepared each year using two different accounting periods and sets of accounts — just by reading this you can start to see just how unnecessarily overcomplicated and bureacratic filing is for very small companies).
