Extend the 12 week qualification period to one year

Why is this idea important?

Currently the proposal would mean that unskilled agency labour have parity with a skilled and trained workforce after 12 weeks (irrespective of how much time the agency worker actually spends in a busienss during that 12 week period).

This will devalue the resource, time and effort that companies put into training staff and undermine the morale of trained workers who will be paid at the same level as unskilled labour.

If the qualification period was extended to a year, the agency workers receiving parity would have demonstrated a commitment to the company they work for and woudl be a valuable resource. 

furthermore, companies will be likely to pay more of thier workers at NMW level.
